Lancashire County Council Public Engagement - A582 Junction Improvements

This email is to notify you ahead of a public engagement exercise soon to be taking place in the area of Preston, Penwortham, Farington and Lostock Hall in relation to the A582 junction improvements and Preston to Lostock Hall Sustainable Travel Corridor scheme.

We have previously proposed the creation of a dual carriageway along the A582.  This remains an aspiration however the revised proposal reflects changes in travel habits and traffic growth which can be accommodated without full dualling at this time.  It offers environmental and decarbonisation benefits aligned with national priorities for sustainable travel choices and provides greater certainty of delivery at this time.

The scheme comprises junction improvements along the A582 route between Guild Way and M65, a package of technology interventions including use of real time information to enhance network efficiency and performance, and improvements to support the delivery of a sustainable travel corridor between Preston and Lostock Hall. 

The proposal aims to reduce congestion whilst also supporting support local journeys and promoting sustainable and active travel choices by improving bus journey time reliability and enhancing walking, wheeling, and cycling provisions. Proposals for the Preston to Lostock Hall corridor include, traffic calming to discourage through-traffic, new and improved pedestrian crossings, new sections of cycletrack, a bus gate at the northern end of Leyland Road and road space reallocation to a bus lane on Strand Road and Liverpool Road. These changes will help to improve road safety, support public transport, and create greener and healthier local environments by improving air quality.

The public engagement period will run between Thursday 11th July and Wednesday 21st August 2024 with information available to view on our website A582 and Leyland Road updated proposals - Lancashire County Council

The public will also be invited to complete an online survey.

We will be hosting two in-person events where members of the public can come and talk to the team, these will be occurring on the:

  • 18th July 2024 between 9am-8pm at St Gerard's Parochial Centre, Brownedge Road, Lostock Hall, PR5 5AA.
  • 30th July 2024 between 9am-8pm at Gujarat Hindu Society Temple Conference Centre, South Meadow Lane, Preston, PR1 8JN.
